Open an account and use medical vouchers
User of Health Care Voucher1. Open a personal medical voucher account.
- Show your valid Hong Kong identity card or "Certificate of Exemption" to any registered healthcare service provider participating in the scheme (hereafter referred to as "healthcare service provider").
- Understand clearly the contents of "Medical Coupon User's Consent for Transfer of Personal Data", and indicate to the healthcare service provider that you agree to the authorities collecting and using your personal data.
- The healthcare service provider will carry out a simple registration process to open a medical coupon account for you free of charge. The relevant medical coupon amount will be deposited into your account according to the year in which you are eligible to use the medical coupons.
2. Use the medical voucher.
- Present your valid Hong Kong identity card or "Certificate of Exemption" to the healthcare service provider and indicate that you want to use the medical coupons. Please note, if you are unable to present valid identification documents, you will not be able to use the medical coupons.
- After personally receiving the medical services provided by the healthcare service provider, you need to sign a consent form confirming the amount of medical coupons you wish to use.
- The healthcare service provider will apply for the use of medical coupons on your behalf and give you a "Medical Coupon Usage Record".
3. Methods of distributing medical vouchers.
- Medical coupons are distributed and used electronically through the eHealth (Subsidized) system, and will not be separately issued in paper form. You do not need to pre-register or collect medical coupons.

Background of the Elderly Medical Coupon Scheme.
From 1st July 2017, the government has lowered the eligible age for beneficiaries of the Elderly Medical Voucher Scheme from 70 to 65 years old.In 2018 and 2019, apart from the annual amount of 2,000 dollars in medical vouchers, every eligible elder also received an additional one-time amount of 1,000 dollars in medical vouchers on June 8, 2018, and June 26, 2019, respectively. Besides, the cumulative cap of the medical voucher was raised to 5,000 dollars on June 8, 2018, and to 8,000 dollars on June 26, 2019, which became a permanent measure.
Furthermore, in response to the review findings of the scheme in 2019, to encourage the elderly to use medical vouchers for primary care services, from June 26, 2019, there has been a biennial cap of 2,000 dollars set on the amount of medical vouchers that an elder can use for optometric services.
